The owner of the premises served and the occupant thereof shall be jointly and severally liable for the water service provided said premises and for any other charges incurred as they may pertain to water service. Should the owner or tenant fail to pay any charges against his or her property, said charges may become a lien against the property and, upon proper legal action, certified to the County Auditor for collection with the taxes on the said property.
