§ 51.17 NEW SERVICES.
   (A)   Applications. Applications for new water service within the village limits shall be filed with the clerk of the municipal water system upon a form to be supplied by the village. Each application shall be for one water tap only, and shall state the name of the applicant, the name of the owner of the premises to be served, and the address of the premises to be served. Applications for water service shall be subject to approval or disapproval by the Village Administrator, or if the Village Administrator fails to act within seven days after the application's filing, then by Village Council. Any decisions regarding providing or denying municipal water services shall consider the best interests of, and impact upon, the public health, safety, and general welfare of the village and its residents.
   (B)   Separate water tap. A separate water tap shall serve each residence or business within the village, unless otherwise provided in § 51.22.
   (C)   Fees.
      (1)   Each applicant for new service within the village limits shall pay a minimum water tap-on fee of $2,500 due upon approval of the application.
      (2)   Each applicant for new service beyond the village limits shall pay an application fee of $3,500 due upon the filing of the application. This application fee shall become the minimum water tap-on fee upon approval of the application. This application fee shall be refunded to the applicant upon disapproval of the application by the village.
      (3)   The minimum water tap-on fee shall cover the costs to the village of completing the water tap. Completing the water tap means making the tap to the water main, providing a five-eighths-inch water meter, and installing the water meter, curb stop and curb box.
      (4)   If the actual cost to the village of completing the water tap exceeds the minimum water tap-on fee, or if service greater than five- eighths-inch is required, the applicant shall pay an additional material and labor fee. This material and labor fee shall be equal to the amount by which the actual cost to the village exceeded the minimum water tap-on fee, or the amount of the actual cost to the village providing service greater than five- eighths-inch.
      (5)   All fees shall be paid before water service is provided.
   (D)   Inspection. All newly completed water taps shall be inspected and approved by a village inspector before water service is provided.
