(A) Every billboard and all parts thereof, including framework, supports, background anchors and wiring systems, shall be constructed and maintained in compliance with the Building, Electrical and Fire Prevention Codes as they now exist or as they may hereafter exist. In the absence of an electrical ordinance, the National Electrical Code shall be used as the standard for all wiring systems.
(B) All billboards and all parts thereof shall be kept in a good state of repair and maintenance.
