§ 114.04  RULES AND REGULATIONS.
   (A)   The area for which permits are granted for sanitary landfill shall be open for operation daily, except Sundays and holidays, from 6:00 a.m. to 6:00 p.m., during the months of April to and including September, and from 7:00 a.m. to 5:00 p.m., during the months of October through and including March.
   (B)   The area of the sanitary landfill operation shall be completely covered with a layer of soil at least six inches in depth, properly compacted each and every night of operation, so as to eliminate any exposure of refuse, garbage or debris.
   (C)   The said refuse, garbage or debris shall be solidly compacted before the layer of soil is placed upon it and the soil shall be compacted after it is placed upon the said compacted refuse, garbage or debris.
   (D)   Any area infested with vermin shall not be used for sanitary landfill until the said vermin are eliminated or rid by proper hygienic means from the specific area.
   (E)   The Supervisors reserve the right to change the above rules and regulations and to make additional rules and regulations, which upon the delivery of a true copy thereof, in writing, to any operator of a sanitary landfill, shall be as binding upon him or her as if contained in this chapter.
