For purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ACCESS. Any driveway, street or other means of passage of vehicles between the highway and abutting property, including acceleration and deceleration lanes and such drainage structures as may be necessary for the proper construction and maintenance thereof.
BOARD. The Board of Supervisors of Antis Township, Blair County, Pennsylvania.
CONTRACTOR. The person, firm, corporation or other business entity which installs a driveway, including all agents, officers or employees of that person or business entity.
CURBLINE. A line formed by the face of the existing curb, or in its absence, the outer edge of the shoulder, along which curbing is or may be located.
DRIVEWAY. Any area of land designated or to be used as a means of ingress or egress for vehicles traveling from a township road to any parcel of land. DRIVEWAY shall also include such drainage structures and erosion control materials as may be necessary for the proper function thereof.
DRIVEWAY WIDTH. The narrowest width of a driveway measured perpendicular to the center line of the driveway.
EGRESS The exit of vehicular traffic from abutting properties to a roadway.
ENGINEER. A person employed by the township who is licensed to practice in the Commonwealth of Pennsylvania as a registered professional engineer.
FORM 408. The latest revision of highway construction specifications issued by PennDOT.
FRONTAGE WIDTH. The distance along the right-of-way line in front of an abutting property.
IMPROVED AREA. The area within the right-of-way which has been constructed for roadway purposes, including roadbed, pavement, shoulders, slope, sidewalks, drainage facilities and any other appurtenances.
INGRESS. The entrance of vehicular traffic to abutting properties from a roadway.
LOW-VOLUME DRIVEWAY. A driveway used or expected to be used by more than 25 but fewer than 750 vehicles per day.
MEDIUM-VOLUME DRIVEWAY. A driveway used or expected to be used by more than 750 but fewer than 1,500 vehicles per day.
MINIMUM-USE DRIVEWAY. A residential or other driveway which is used or expected to be used by not more than 25 vehicles per day.
OFFICE. Antis Township Municipal Building, located at 909 North Second Street, Bellwood, PA 16617.
OWNER. The owner of the land upon which the driveway is located or is proposed to be located.
PENNDOT. Pennsylvania Department of Transportation.
PERMIT. The permit issued by the Board to signify approval of the design of the driveway connection or the proposed methodology for a utility facility installation.
ROADWAY. Any road, street, alley or public thoroughfare, including the entire width between right-of-way lines, whether actually maintained by the township, and any road, street, alley or public thoroughfare, including the entire width between right-of-way lines shown on a subdivision or land development plan intended to be dedicated to the township in the future.
TOWNSHIP SUPERINTENDENT. The township’s authorized representative assigned to inspect permit operations.
UTILITY FACILITY or UTILITY. All privately, publicly or cooperatively owned lines, facilities and systems for producing, transmitting or distributing communications, power, electricity, light, heat, gas, oil, crude products, coal, water, steam, wastewater, waste, stormwater not connected to township drainage facilities and other similar commodities, including fire and police signal systems and street lighting systems, which directly or indirectly serve the public or any part thereof.
