11-5-1: BUILDING PERMITS:
   A.   Requirements: No building permit providing for the improvement of any lot in any subdivision shall be issued until the following has occurred:
      1.   A certified copy of the final plat of subdivision as recorded with the Lake County recorder of deeds has been filed with the director of planning, zoning and building.
      2.   Improvement plans, signed and sealed by the design engineer have been submitted to and approved by the village engineer, and other agencies if required. The plans shall be accompanied by a performance guarantee in the appropriate amount, following which the plan approval shall be documented by the issuance of a site development-watershed development permit.
      3.   The completion and village engineer approval, or other agencies' approval as may be required, of the following elements of the required public and quasi-public improvements:
         a.   Rough graded storm water detention basin (typically used as a silt basin during construction);
         b.   Erosion and sedimentation control measures;
         c.   Underground utilities, including gas, electric, telephone, and storm lines for sump pumps;
         d.   Curb and gutter, and road base, including private roads and emergency lanes;
         e.   Street name signs;
         f.   Stop signs and other traffic signs;
         g.   Lot number signs.
   B.   Exception: Partial permits authorizing foundation and utility constructions for commercial or industrial buildings, temporary sales offices, construction trailers, and in residential developments a limited number of model homes may be permitted following compliance with the items in subsections A1, A2, A3a, and A3b of this section, and all other applicable building code sections.
