The Chief of Police is hereby directed and authorized to make periodic inspections of all businesses licensed under the provision of §§ 110.12 through 110.23, to determine whether all laws of the state and the ordinances of the municipality are being observed, to ascertain whether public order and decency are being maintained and to investigate complaints arising from the operation thereof.
