(a) Generally. An applicant for a franchise shall submit to the County Council a written application utilizing the standardized format provided by the County Council at the time and place designated by the County Council for accepting applications.
(b) Fee. The application shall be accompanied by a non-refundable application fee of $10,000 payable by certified check to the order of Anne Arundel County, Maryland.
