(a) Generally. The County may grant a franchise for the entire County or any defined portion of the County including, if requested by the appropriate governmental entity and not preempted by applicable law, portions of the County within a municipal corporation or federal reservation.
(b) Defined in agreement. The franchise area is the geographic area within the County defined in the franchise agreement. The initial service area is any portion of the franchise area scheduled to receive initial service as stated in the franchise agreement.
