(A) If streets or utilities are not available at the boundary of a proposed subdivision, the subdivider will be responsible for extending those streets or utilities, obtaining necessary easements or rights-of-way, and to construct and pay for the extensions to serve the proposed subdivision.
(B) The improvements shall be available for connection by subdividers of adjoining land and become the property of the Village of Anna.
