Any company franchised hereunder shall extend cable television service throughout the incorporated area of the Village of Anna, at the date of the franchise grant, in an equitable and reasonable manner so that all parts of the community are offered the same CATV servicing opportunity. Upon the annexation of any territory to the village, the portion of the system that be located or operated within the territory and upon the streets, alleys or public grounds thereof, shall thereafter be subject to all the terms of this chapter as though it were an extension of the grant made thereunder.
