It shall be the duty of the Village Administrator or his or her duly authorized representative to supervise construction and/or repair of sidewalks within the village. The Village Administrator shall advertise for proposals to do all the work which may be ordered by the village for construction and/or repair of sidewalks, and shall contract therefor, for a period not exceeding one year, with the lowest responsible bidder, who shall furnish good and sufficient sureties for the faithful performance of work. No sidewalk constructed or repaired shall be constructed or repaired using asphalt material.
