(A) In the event it is necessary temporarily to remove or relocate any facilities in the right-of-way in order to lawfully transport a large object, vehicle, building, or other structure over the streets or utilities of the village, the user shall comply at the expense of the person requesting the temporary removal or relocation of the facilities.
(B) In the event it is necessary to permanently remove or relocate any facilities in the right-of-way in order to accommodate another user, the user whose facilities need to be removed or relocated shall comply at the expense of the person requesting the removal or relocation, unless the request is made by the village in accordance with § 95.05 of this chapter.
