§ 91.02 RULES.
   (A)   Purpose and intent.
      (1)   The village owns and operates a park which is open for recreational uses.
      (2)   The village has, from time to time, established rules in connection with the operation and use of the park to preserve the health, safety, peace, and welfare of the village.
   (B)   Rules. It is ordained by the Council of the Village of Anna, Ohio:
      (1)   No person shall drive or operate any motorized vehicle in the park except in designated parking areas or driveways;
      (2)   No person shall block or obstruct the driveway to the park or to the adjoining wastewater treatment plant;
      (3)   No person shall consume or possess any alcoholic beverage in the park;
      (4)   All pets must be on a leash and shall be the responsibility of their owners. Any person having charge of an animal is responsible for cleaning up after that animal;
      (5)   No person shall litter in the park;
      (6)    No person shall deface or damage any park grounds, landscaping, equipment, buildings or structures, including but not limited to fences, shelters, playground equipment, restrooms, walking path, tennis courts, performing arts stage;
      (7)   No person shall climb on any park equipment, buildings, or structures except for playground equipment expressly intended for climbing activity;
      (8)   The park shall be open from sun-up to sundown throughout the year with the exception of the tennis courts, which shall be open from 6:00 a.m. until 11:00 p.m. The village may from time to time close the tennis courts, restrooms, and other park facilities seasonally to protect park facilities from damage due to weathering or other concerns;
      (9)    The two park shelters are available to local groups to reserve for their private parties or functions at a nominal fee set by the Village Council. Reservations will be taken on a first-come, first-reserved basis after January 1 for the year for which the reservation is desired. Reservations will not be valid until the fee is paid and a signed rental agreement is received in the village office. Non- profit community groups will not be charged the fee.
      (10)   None of the aforementioned rules shall in any way restrict village employees from operating motorized vehicles, climbing on structures, or otherwise acting in violation of these rules if necessary to perform maintenance work.
