§ 96.18 CLOSING OF VACANT STRUCTURES.
   (A)   If a building or part thereof is vacant and the Village Administrator determines that it is unfit for human occupancy or use and is not in danger of structural collapse, the Village Administrator shall be permitted to post a placard on the premises, stating that the building is “UNFIT FOR HUMAN OCCUPANCY,” and order that the structure be closed up so that it does not become an attractive nuisance to the public.
   (B)   The Village Administrator shall direct that the closing take place within 30 days, unless emergency conditions warrant a quicker response to address concern for the building occupants or the general public. The order shall be in writing and shall be physically served upon the owner of record of the building in the manner provide for service of a summons by a court of record.
   (C)   Upon failure of the owner to close up the structure within the time period specified, the Village Administrator shall have the authority to have the building closed up through any available public agency or contract or arrangement of private persons, and the cost thereof, if not paid by the owner, shall be charged against the real estate upon which the structure is located and shall be a lien upon such real estate.
