§ 96.16 INSPECTION AUTHORIZED; RIGHT OF ENTRY.
   (A)   The Village Administrator, or his or her duly designated representative, is authorized to make, or cause to be made, inspections of all structure or premises used for dwelling purposes, and all secondary or appurtenant structures, to determine whether such structures or premises violate the provisions of this subchapter.
   (B)   When a property owner denies the Village Administrator or his or her duly designated representative entry onto his or her property for the purpose of making an inspection, the Village Administrator may apply for and obtain a search warrant pursuant to constitutional guidelines, in order to gain access to such property.
   (C)   Nothing contained in this subchapter shall limit the right of immediate entry by the Village Administrator, or his or her duly designated representative, onto any property when he determines that an emergency exists.
