Any order for the razing or repairing of a structure as herein set forth shall specify a time in which the owner shall comply therewith, which time shall not be less than 30 days, and specify the needed repairs. Said order shall be served upon the owner of record and upon the holder of any encumbrance of record upon such real estate in the manner provided for service of a summons by a court of record. If the owner of a holder of encumbrances of record cannot be found, the order may be served by posting it on the main entrance of a building and by publishing it once a week for three successive weeks in a newspaper authorized to provide service by publication.
