(A) All industrial account users may be subject to special monitoring charges, which charges shall be based upon actual monitoring costs, plus 15%.
(B) Until a time as actual monitoring costs is determined for the industrial account user, the charges may be set at $2 per 1,000 gallons of flow per month with a minimum monthly monitoring charge of not less than $20.
