Traffic Code § 72.130 is amended as follows:
(A) No operator of a motor vehicle shall enter upon private property for the sole purpose of driving across such property, between abutting streets or other public ways thereof.
(B) No person shall operate a vehicle across public or private property marked with signs "No Thru Traffic" or words of similar import for the purpose of passing from one roadway to another.
(C) No person shall operate a vehicle across public or private property for the purpose of avoiding compliance with a traffic control device.
(D) It shall be prima-facie evidence of a violation of this section for the operator of a vehicle to cross public or private property as provided herein without using the service of such property, stopping the engine or both.
(E) The following streets shall be designated as "No Thru Traffic" routes for the purpose of this section: E. South St., S. Linden Ave. and Fairview Ave.
(F) Motor vehicles not permitted to travel on state routes can continue to use residential streets as a thoroughfare.
