28.04 QUORUM.
Three members of the Board of Examiners and Appeals shall constitute a quorum for the purpose of transacting all business that comes before the Board, but any action taken by the Board shall require a majority vote of only those attending such meeting or hearing.
28.05 VACANCIES.
All vacancies occurring on the Board by removal, resignation, or death shall be filled by appointment as determined in Section 28.01. Any member of the Board may be removed by the City Council for malfeasance in office, incapacity, or neglect of duty.
28.06 MEETINGS.
Special meetings of the Board may be called at any time by the Chairperson of the Board, or upon written request of three members of the Board to the Chairperson. Meetings may also be called by the Clerk, upon receipt of a petition.
28.07 RULES AND REGULATIONS.
The Board shall adopt reasonable rules and regulations for conducting its meetings, and shall render all decisions, findings, and recommendations in writing. The City Council shall provide suitable rooms in which the Board shall hold its meetings or hearings, and shall provide for the necessary expenses incurred by the Board.
28.08 LEGAL COUNSEL.
The Board shall have the right to request the City Attorney to attend meetings, or to provide legal opinions whenever the Board deems such assistance appropriate.
