200.19 SUBMISSION OF FINAL PLAT WITHOUT PRIOR APPROVAL.
The developer may submit a final plat for approval without having first submitted a preliminary plat or sketch plan. In this event, the final plat shall first be submitted to the Engineering Department in triplicate. Such plat shall then be checked by the Engineering Department to insure its compliance with State law and local regulations. No such plat shall be approved by the Commission unless the same shall have been certified by the City Engineer as complying with all State laws and local regulations. 
200.20 SUBMISSION OF FINAL PLAT WITH PRIOR APPROVAL.
In the event that a developer has obtained prior approval of a preliminary plat or sketch plan within two years of the date of filing the final plat, the developer shall file three copies of the final plat and supplementary materials with the City Engineering Department. The City Engineering Department shall check the plat and supplementary materials to insure compliance with the preliminary plat or sketch plan. If such final plat substantially complies with the preliminary plat or sketch plan, the City Engineer shall immediately approve the same.
200.21 SUBMISSION OF FINAL PLAT TO COMMISSION.
Application for approval of the final plat shall be submitted in writing to the Commission at least fifteen days prior to the meeting at which it is to be considered. The final plat shall contain such information as is required under Section 200.26 and shall be accompanied by such material as is required under Section 200.27.
200.22 COMMISSION APPROVAL OR DISAPPROVAL OF FINAL PLAT.
Within thirty days after application for approval of the final plat, the Commission shall approve or disapprove the final plat. If the Commission approves, it shall affix its seal upon the plat, together with the certifying signature of its chairman and secretary. If it disapproves, it shall set forth its reasons in its own records and provide the applicant with a copy.
200.23 COUNCIL ACTION ON APPROVAL.
After approval of the final plat by the Commission and the fulfillment of the regulations set forth in this chapter, six copies of the plat shall be forwarded by the Commission to the Council for approval at least ten days prior to the meeting at which it is to be considered. If the Commission does not approve the final plat, the Council may approve the plat only by a four-fifths vote of the entire membership of the Council.
200.24 TIME LIMIT ON COUNCIL’S ACTION.
In case, on application for such approval of any plat, the Council fails to either approve or reject the same within 60 days from date of application, the developer shall have the right to file the same with the County Recorder, Assessor or Auditor. If the plat is disapproved by the Council, such disapproval shall point out wherein the proposed plat is objectionable.
