200.11 FINAL PLAT.
The final plat shall conform substantially to the sketch plan as approved and, if desired by the subdivider, it may constitute only that portion of the approved sketch plan which the subdivider proposes to record and develop at that time; provided, however, such portion shall conform to all requirements of the regulations set forth in this chapter. Subsequent final plats covering the remaining portions of the sketch plan shall be submitted within 24 months. Council may approve extensions upon recommendation of the Commission.
200.12 USE OF PRELIMINARY PLATS.
If the developer wishes preliminary approval of the final plat prior to the preparation of such plat, the developer may submit a preliminary plat to the Commission for approval. Such preliminary plat need only contain the information required under Section 200.17 of this chapter. A final plat which conforms substantially to the preliminary plat shall be approved by the Commission within 30 days after application for approval of such final plat, if such plat is submitted within 24 months from the date of approval of the preliminary plat. The final plat shall be approved by the Council within 20 days of the date of its approval by the Commission.
200.13 PARTIAL PLATTING.
The final plat shall conform substantially to the preliminary plat as approved, and, if desired by the subdivider, may constitute only that portion of the approved preliminary plat which he proposes to record and develop at the time; provided, however, that such portion conforms to all requirements of the regulations set forth in this chapter. Subsequent final plats covering the remaining portions of the preliminary plat shall be submitted within 24 months of the date of approval of the preliminary plat.
200.14 DISTRIBUTION OF COPIES OF PRELIMINARY PLAT.
Fourteen copies of the preliminary plat and two copies of the supplementary material may be filed with the Commission, with written application for approval, at least fifteen days prior to the meeting at which it is to be considered. The Clerk of the Commission shall submit a copy of the preliminary plat to the following:
1.   City Public Utility Department; Water, Wastewater and Streets Departments;
2.   City Fire and Police Departments;
3.   The Building Inspection Department;
4.   School Superintendent;
5.   Parks Department;
6.   Utility franchise holders.
200.15 PRELIMINARY PLAT APPROVAL PROCEDURE.
The Commission shall study the preliminary plat and other materials for conformity thereof to the regulations set forth in this chapter. The Commission may confer with the subdivider on changes deemed advisable and the kind and extent of such improvements to be made by the subdivider. The Commission shall approve or reject such plat within 45 days after the date of submission thereof to the Commission. If the Commission does not act within 45 days, the preliminary plat shall be deemed to be approved; provided, however, the subdivider may agree to an extension of the time for a period not to exceed 60 days.
200.16 COUNCIL ACTION ON PRELIMINARY PLAT.
After approval of the preliminary plat by the Commission, six copies shall be submitted to the Council for approval at least ten days prior to the meeting at which it is to be considered. If the Commission does not approve the preliminary plat, the Council may approve the preliminary plat only by a four-fifths vote of the entire membership of the Council.
200.17 REQUIRED INFORMATION ON PRELIMINARY PLAT.
The preliminary plat shall include the following:
1.   The official description of the property to be platted.
2.   Contour intervals of not more than five feet and including the 100-year flood line elevations and base flood elevation data.
3.   The location of any surface features, such as property lines, buildings, railroads, watercourses, topography, terrain, surface water drainage, and similar items affecting development.
4.   The location and size of such subsurface features as sanitary sewers, storm sewers, water mains, gas mains, culverts and similar items.
5.   Vicinity sketch showing location of the tract. The vicinity sketch shall show street alignment of existing and proposed subdivisions. The vicinity sketch shall not exceed the scale of one inch equals 500 feet.
6.   Boundary lines, including distance; easements, including location, width and purpose.
7.   Lot lines, lot dimensions, lot numbers and block numbers.
8.   Streets, including names, right-of-way and roadway width.
9.   Name under which the proposed subdivision will be recorded along with the name and address of the owner and subdivider.
10.   Name of adjacent subdivisions or property owners if the adjoining property is unplatted.
11.   North point, scale, date, name, and address of the engineer or land surveyor.
12.   Sites for schools, parks, playgrounds or other public uses in accordance with the comprehensive plan.
13.   The zoning district or districts.
The preliminary plat shall be drawn at a scale not to exceed one inch equals 100 feet. The Commission may request additional data if they so desire.
200.18 VIOLATION.
Any person who records or attempts to record a preliminary plat in any office of the County Recorder shall be guilty of a misdemeanor and punished accordingly.
