The Cultural Arts Board shall consist of nine members whose term of office is four years on a staggered basis and who are appointed by the Mayor subject to the approval of the Council. The Mayor shall appoint said members who are recognized for their interest and experience in connection with the performing and fine arts, which a majority of the members shall be residents of Ankeny. In making appointments, due consideration shall be given to the recommendations made by representatives of civic, educational and professional associations and groups concerned or engaged in the production or presentation of the performing and fine arts.

It shall be the duty of the Ankeny Cultural Arts Board to oversee quality control on public art projects, with ultimate oversight resting with the Ankeny City Council. The Ankeny Cultural Arts Board shall be responsible for developing funding policy, criteria, application procedures and allocation of arts funds and services for approval by the City Council. The Ankeny Cultural Arts Board also shall assist in developing the aesthetic character of the City by providing an arts perspective in the planning of buildings, parks and public spaces.
The Ankeny Cultural Arts Board may, in writing, prescribe rules and regulations for the conduct of its meetings and shall make an annual report to the Council that shall contain a summary of its activities during the preceding year and recommendations for proposed activities for the succeeding year.
