It shall be the duty of the building official to examine all applications for building permits and to inspect, at such intervals as he deems appropriate, all ongoing construction within the village in order to ascertain compliance with the building codes and all other applicable ordinances and laws. For this purpose, the building official shall have the power to seek inspection of any property or structure at reasonable hours to determine compliance. In addition, it shall also be the duty of the building official to determine that the structure, or any alteration, addition or repair thereto, complies with the building codes adopted herein before a certificate of occupancy shall be issued for the building or structure. These duties and powers of the building official are in addition to, and shall not be construed to limit, such other duties and powers of the building official as have been assigned by ordinance or other appropriate action of the village council.
