Upon approval by the chief of police and payment by the applicant of all required fees, the planning director shall endorse the application reflecting its approval, shall return the original application with such endorsement to the applicant, and shall provide copies thereof to the chief of police and the fire chief. The endorsed application with all attachments and conditions thereto shall constitute a film permit for the proposed filming or photography in accordance with the terms stated in the application, including such attachments and conditions.
