A film permit shall be required prior to any person, organization, corporation, group or other entity engaging in the activity of filming or photographing an advertising commercial, movie, documentary, television program, catalog or magazine layout or similar presentation for commercial purposes at any location or locations within the village, whether on public or private property, except as otherwise specifically provided in this chapter. For purposes of determining the requirements for a film permit, filming or photography for commercial purposes shall include all filming, videotaping or photography by any person or organization that plans or intends to sell, rent, screen, display, or otherwise make use of such filming, videotaping or photography for a profit, whether or not a profit is actually realized from the filming or photographic activities.
