§ 51.01 SCHEDULE OF RATES AND CHARGES FOR THE USE OF AND SERVICES RENDERED BY THE TOWN POTABLE WATER UTILITY.
   Rates and charges for the use of and service rendered by the potable water system of the town, based upon water availability and/or the receipt of water supplied by that utility, shall be as follows.
   (A)   Tap charges. Each customer location at the time of initial connection with the waterworks system shall pay a tap charge to cover the costs of: excavating and tapping the main; furnishing and installing service pipe from the main to the lot line; furnishing and installing corporation and stop cocks; and furnishing and installing meter crock (if outside), yoke and meter. Type K copper tubing must be run from the tap to the inside of the structure. The tap charge for a meter tap up to and including a three-quarter inch meter shall be $750. The charge for a tap larger than the three-quarter inch meter tap shall be the cost of labor, materials, power machinery, transportation and overhead incurred for installing the tap, but shall not be less than $750.
   (B)   Deposit for service.
      (1)   Water service may not be commenced or reinstated until the applicable meter deposit in division (B)(2) or (3) below, and any then remaining delinquent bills and the reconnection fee owed for that tap premises, have been paid in full.
      (2)   A $100 meter deposit shall be paid against the account of a customer, who is an owner of record of the property located at the service address, as a part of each water service connection turn-on application submitted to the town.
      (3)   A $150 meter deposit shall be paid against the account of a customer, who is not an owner of record of the property located at the service address, as a part of each water service connection turn-on application submitted to the town.
      (4)   Deposits shall be held, without interest, and upon a termination of service to that applicant, applied against the connection's account obligations to the water utility, with any then remaining balance refunded to that customer, in accordance with the requirements of applicable authority.
   (C)   Water charges per monthly billing period.
      (1)   The water meter shall be read at the conclusion of each approximately monthly billing period, conditions permitting, and when otherwise billings shall be based on estimated water usage for the billing period, all at the following rates:

      (2)   Each user shall pay a minimum charge in accordance with the following applicable size of meter installed for which the customer will be entitled to the appropriate quantity of water computed in accordance with the above schedule of rates.

   (D)   Fire protection surcharge.
      (1)   Each water utility customer served through a water meter equal to or less than one and one-half inches in diameter shall pay a monthly billing period fire protection surcharge of $9.22.
      (2)   Each water utility customer served through a water meter larger than one and one-half inches in diameter shall pay a monthly billing period fire protection surcharge of $27.64.
   (E)   Fire protection service; private hydrants.
      (1)   Service shall consist of stand-by service for fire emergencies and all water taken through those hydrants shall be restricted to fire emergencies unless other use is specifically authorized in advance by the town.
      (2)   The annual rate per private hydrant is $1,204.88.
   (F)   Fire protection service; private sprinklers.
      (1)   Service shall consist of stand-by service for fire emergencies and all water taken through the connections shall be restricted to fire emergencies only. The town reserves the right to install/remove monitoring devices such as flow detectors from time to time.
      (2)   The annual rate per private sprinkler connection is as follows:

   (G)   Drinking fountains. The annual rate (available only for self-closing drinking fountains) is $351.62.

   (J)   Collection and deferred payments charge.
      (1)   All bills for water service not paid by the due date as stated in the bills shall be subject to the collection (deferred payment) charge of 10% on any unpaid delinquent balance.
      (2)   The town may pursue the collection of delinquent water utility account balances to the full extent permitted by applicable authority.
      (3)   Fees assessed against the property for services rendered to a customer who is not an owner of record of the property do not constitute a lien against the property.
   (K)   Returned check charge. There will be a charge of $30 assessed to the consumer for each check which is returned to the town for non-sufficient funds. Personal checks will not be accepted as payment on the account of a consumer which has had one or more such bad checks in the most recent 12 monthly billing periods.
   (L)   One customer per meter. The rates and charges fixed above in this section shall apply to individual customers, they shall not be construed to permit multiple customers being served through one meter, except as expressly authorized in advance in writing by the Town Council.
   (M)   Bulk water sales. Upon written approval from the Water Department, bulk purchases of water may be completed. Temporary connections to the distribution system (such as a metered connection to a fire hydrant) shall be made only by an authorized town employee. Individuals making bulk purchases of water shall pay a meter installation fee of $25. A flat rate of $1 per 100 gallons of water shall be charged. The completed form shall then be given to the Clerk-Treasurer’s Office for proper invoicing.
