(A) Each mobile home site shall be provided with a pad consisting of either a solid concrete slab or two reinforced ribbons, at least ten inches wide and 36 inches deep, and otherwise adequate to support the maximum anticipated loads during all seasons. When concrete ribbons are used, the area between the ribbons shall be filled with a layer of crushed rock.
(B) Each mobile home must be equipped with substantial tie-downs and must be securely attached to the land by the tie-downs.
