§ 53.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ACTIVE COLLECTION UNIT. Unless otherwise established in a written contract to which the town is party, then:
      (1)   Each under construction and newly constructed unit shall not be an ACTIVE COLLECTION UNIT or charged for collection hereunder until occupied; or
      (2)   If to the reasonable satisfaction of the town a unit is an ACTIVE COLLECTION UNIT, the charges under this chapter shall be made and due unless and to the extent that within ten days of a change of occupancy of the collection unit documented to the reasonable satisfaction of the town, in a change of designation of the town’s customer for water or sewer service to that collection unit, that collection unit expressly notifies the Clerk-Treasurer in writing that the collection unit has made other arrangements for collection and disposition of garbage and rubbish. Each notice shall be continuing and nonrevocable without prior written consent of the town, except in accordance with the change of occupancy and customer provision as set out above.
   APPROVED BUNDLE. Shall not exceed three feet in length or be more than two feet in width or depth, or less than one cubic foot in volume. An APPROVED BUNDLE may not weigh more than 60 pounds and must not come apart when handled for collection.
   APPROVED CONTAINER. A watertight covered receptacle not exceeding 35 gallons in capacity and when filled for collection may not be either larger or heavier than an approved bundle, and must not come apart when handled for collection.
   COLLECTION UNIT. A single-family dwelling unit occupied by one person or a single-family unit, a multiple-family dwelling unit or one governmental, business or professional enterprise within the town, and any comparable situation outside of the town which applies to be included and is expressly approved to be including by the Council, all pending further Council action.
   DUMPSTERS. Those containers that may be located at the Lions Ball Park, Andrews Town Barn, and the Andrews Wastewater Treatment Plant.
   LARGE ITEMS. Shall refer to furniture and freon-free appliances.
   TRASH. Shall refer to ashes, garbage, rubbish, refuse and waste materials, rags, waste paper, and ordinary household refuse that is generated by the household through normal use, and any and all other unwanted material except furniture, appliances, hedge, brush and tree trimmings, tires, and construction or demolition debris.
   WASTE CARTS. Ninety-five gallon containers that will be provided to each dwelling.
