17.40.110   ADMINISTRATIVE PROCEDURES.
   The City Manager is authorized to adopt administrative rules, regulations, policies, guidelines, standards, and/or procedures necessary to implement the provisions of this chapter, including but not limited to, eligibility requirements and/or preference standards that may be applied in the selection of tenants.
