All in-lieu fees and other funds collected under this chapter shall be deposited into the Anaheim Local Housing Trust Fund and expended exclusively to provide or assure continued production of affordable housing in the City through, including but not limited to, acquisition, construction, or development assistance, and for the associated costs of administering and monitoring these programs.
