This chapter shall apply to any proposed residential or mixed-use project with thirty-five (35) or more dwelling units, in which an application for the project was formally submitted to the city on or after October 8, 2024, or in the case of a by right project building permit applications were submitted to the city on or after October 8, 2024, unless otherwise exempted; provided, however, that this chapter shall not be applied in a manner that conflicts with applicable State law.
