It shall be unlawful for any person to throw, place, scatter or deposit any Solid Waste, Medical Waste, Hazardous Waste or qualified household Hazardous Waste, in, upon, or below the land of another, or upon any public property or right-of-way, except as herein authorized, or to throw, place, scatter or deposit any said waste in, upon or below the surface of any Premises in such a manner that the same is or may become decayed, putrid or a nuisance or may otherwise endanger the public health or safety.
