The Anaheim Resort Specific Plan boundaries shall only be amended or modified by (i) completion of an Environmental Impact Report prepared in accordance with the requirements of the California Environmental Quality Act, (ii) completion of a long-term economic impact analysis of the proposed change by an independent financial advisor retained by the City, (iii) approval by the City Council, and (iv) approval by a majority of voters of the City of Anaheim at a regularly-scheduled municipal election.
