.010 Application. A final plan application shall include the elements listed below, unless the Planning Director specifies in writing that a particular element is not required, or that an additional element is required, in order to undertake an adequate review and make any necessary findings. The elements may be submitted in two phases, in order to allow for a conceptual approval prior to the final approval.
.0101 Site plans;
.0102 Floor plans;
.0103 Elevations;
.0104 Roof- and ground-mounted equipment plans, including vents and ducts;
.0105 Sign plans;
.0106 Landscape plans;
.0107 Fence and wall plans;
.0108 Parking, pedestrian and vehicle circulation plans, including access to adjoining public rights-of-way;
.0109 Exterior lighting plans;
.0110 Line-of-sight drawings; and
.0111 Such other plans and information as may be required by the Planning Director and/or the Planning Commission.
.020 Review process. A final plan application shall be reviewed as follows:
.0201 The staff of the Planning Department shall review the final plan application, or refer the final plan application to the applicable Design Review Committee, if one has been established, for a recommendation pursuant to subsection .030 below.
.0202 The Planning Director may refer the final plan application to an outside consultant for architectural review and recommendation.
.0203 A public hearing need not be held, unless the Planning Director determines that such a hearing would be in the public interest.
.0204 The Planning Director shall make the decision to approve or deny the final plan application.
.0205 The decision of the Planning Director may be appealed to the Planning Commission pursuant to Chapter 18.60 (Procedures).
.030 Design Review Committee. If a final plan application is referred to the Design Review Committee, it shall review the design of the application and provide a recommendation to the approval authority.
.0301 The Design Review Committee shall use any applicable design guidance provided by the Community Design Element of the General Plan, the Zoning Code, and any adopted specific plans, neighborhood plans, and design guidelines applicable to the area.
.0302 The scope of review of the Design Review Committee is limited to architectural and urban design issues. Its scope does not extend to reviewing the proposed uses and the proposed development density and/or intensity.
.0303 The Design Review Committee shall make its recommendation, in writing, within forty-five (45) days after the referral.
.040 Effect of recommendation. The recommendation of the Design Review Committee shall be considered by the approval authority, but the approval authority may disregard all or portions of the recommendation.
.050 Fees. The City may charge a fee for a final plan review, including the costs of having the project reviewed by the Design Review Committee or an outside consultant, as provided in Chapter 18.80 (Fees). (Ord. 5920 § 1 (part); June 8, 2004.)
