The provisions of this chapter apply whenever a minor conditional use permit or a conditional use permit is required by the regulations applicable to the underlying zoning. A minor conditional use permit or a conditional use permit shall not be granted for a use that is prohibited by the regulations applicable to the parcel, except as otherwise set forth in this chapter.
