An application may be withdrawn by the party who filed the application, without prejudice, prior to or at the public hearing, unless an appeal has been filed pursuant to Chapter 18.60 (Procedures). If the withdrawal is submitted after staff has completed work on the project, the Department shall determine if any fees can be refunded.
