The purpose of this chapter is to provide Incentives to facilitate the development of rental and for-sale housing in accordance with Section 65915 et seq. of the California Government Code, as the same may be amended from time to time, and to achieve the goals, objectives, and policies of the Housing Element of the General Plan.
