Nothing contained in this chapter shall prevent the erection, location or construction of signs on private property where such erection, location or construction of signs is required or permitted by any law; nor shall any public utility be prohibited from erecting unlighted signs on any private property, when otherwise permitted; provided, however, no such signs erected, placed or maintained pursuant to this provision shall exceed four (4) square feet.
