The purpose of this chapter is to recognize the function of signs and billboards in the City of Anaheim, and to regulate such signs and billboards. It is the further purpose of this chapter to enhance the appearance and visual quality of the City; to safeguard and enhance property values in residential, commercial and industrial areas; to protect public investment in, and the character of, public thoroughfares; to aid in the attraction of tourists and other visitors who are important to the economy of the City; to advance community design and safety standards in keeping with the General Plan of the City; to reduce traffic and other hazards to motorists and pedestrians; and, thereby, to promote the public health, safety and welfare.
