In the interpretation and application of this chapter, all provisions shall be:
.010 Considered as minimum requirements;
.020 Liberally construed in favor of the City; and
.030 Deemed neither to limit nor repeal any other powers granted under the state constitution or applicable statutes. (Ord. 4138 § 1 (part); June 3, 1980.)
