Every subdivider who subdivides land shall irrevocably offer to dedicate a portion of such land and pay a fee for development thereof, or pay a fee in lieu of dedication and the development fee, as set forth in Sections 17.08.200 through 17.08.290, for the purpose of providing park and recreational facilities to serve the future residents of each tract.
