Unless an owner acts as his/her/its own representative for all purposes under this Chapter and so advises the City on owner's application for registration or renewal thereof, all owners of rental/motel properties shall designate a representative with full authority to act on behalf of the owner for all purposes under this Chapter, including the acceptance of service of all notices from the City.
