The purposes of this Chapter are to proactively identify substandard conditions on residential housing and motel property and in residential housing units and motel guest rooms and suites located thereon; to ensure the preservation, rehabilitation or abatement of rental housing and motels that do not comply with State and local building and housing laws and with maintenance standards established by this Chapter or are unsafe to occupy; to ensure the health and safety of residents of the City of Anaheim living in rental housing units and motel guest rooms and suites.
