It is unlawful for any person, firm, association or corporation to move or operate upon any highway in the City of Anaheim any vehicle, combination of vehicles, mobile equipment or load which weighs or measures in excess of the weight, width, height or length permitted by Division 15 of the California Vehicle Code or this chapter, unless an application therefor has been filed with and a permit issued by the Director of Public Works.
