All police officers, police cadets, police service representative Stadium and Convention Center security personnel, and traffic control officers of the City of Anaheim are authorized and empowered to remove or cause to be removed all vehicles parked, caused to be parked or left parked upon any street or public parking lot or area contrary to the provisions of this title, or illegally parked, and to store the vehicle, and the owner or operator of the vehicle shall be liable for any reasonable towing and storage charges.
