.010 Either the Chief of Police and his or her authorized officers, or the City Traffic and Transportation Manager and his or her authorized designees, are hereby authorized to erect and maintain temporary signs or signals regulating traffic and movement of vehicles upon the streets in the City, so as to prohibit travel or turning of vehicles upon said streets as, in their opinion, the occasion may require.
