Except for emergency work, not less than twenty-four hours prior to commencing any work, the permittee shall notify the Department of Public Works Field Engineer. All work shall be performed subject to the inspection of the Field Engineer and shall comply with this chapter, all applicable laws, and any guidelines adopted by the Director. Emergency work may be performed without complying with this section provided that an application for a permit for the work shall be filed within forty-eight hours of commencement of the work.
