The permittee shall notify the General Manager in writing upon completion of the work, and no work shall be deemed to have been completed until such written notification has been received. A final inspection of the work shall be made by the General Manager, and no permittee shall be deemed to have complied with this chapter or the permit until such inspection has been performed and all work thereon completed to the satisfaction of the General Manager.
