An applicant for the construction, installation, repair or removal of any sewer or appurtenance thereto which necessitates an excavation or fill in, upon or under any State highway shall, at the time he files such application with the Engineer, accompany said application with a permit issued by the State Department of Public Works, Division of Highways, authorizing such construction, installation, repair or removal of the sewer or appurtenances thereto.
